Where a major new city shopping development includes charged parking spaces, the revenue may go to the developer. This is the case at the Union Square development in Aberdeen, where the developer, Hammerson, is providing 1700 parking spaces.

Maximising parking revenue may not equate to maximising the number of vehicles using the car-park, but it clearly doesn't equate to an empty car-park either. The developer is putting together a sustainable transport plan and consulting on cycle-parking, but this revenue flip-side needs to be kept in mind as a strong force pulling the other way.
