15/10/2006: "a1 schemes"

The Inspector's Report following the latest A1 grade separated junction Public Inquiry (this time Colsterworth) was released on October 5 2006. The Highways Agency objected to the cost of cycling schemes proposed by Railway Paths Ltd and Sustrans:

"...taken together, their proposals would cost an additional £350,000, excluding any land costs and
additional structures that might be required. The budgetary tight restrictions of the A1 Peterborough to Blyth Project could not accommodate this. Adoption of these proposals could therefore bring the whole project into jeopardy."

Can we assume then that if there is a cost overrun, as has been routinely happening on Highways Agency TPI schemes, the scheme may be abandoned?
